Description
Even when facilitators know who they should involve, reaching those people often requires intermediaries. Access depends on having the right personal network or knowing someone who can make introductions. This is primarily an access problem, not a discovery problem: the relevant people may be known, but facilitators cannot reliably reach them without gatekeepers. This creates exclusion and slows collaboration formation.
